I have heard it preached as Heaven, but the Bible clearly states it to be New Jerusalem. For one thing this place is on earth, not in heaven. We know this because the bible says that it came down from heaven. Also, this is the place where Jesus is going to syat while He is on the world. Jesus will be on earth and God will be in heaven.
